The 2026 United Nations–Nippon Foundation Fellowship is a prestigious, fully funded nine-month program for professionals from developing states focused on ocean affairs and the law of the sea. It aims to build institutional capacity within governments by providing advanced training and fostering in-depth expertise in marine governance, policy, and the science-policy nexus.
Program structure
The fellowship is structured in two consecutive phases, offering both practical training at the UN and academic research at a specialized host institution.
- Phase 1: Research and Training (3 months): From approximately March to June 2026, fellows are based at the UN Division for Ocean Affairs and the Law of the Sea (DOALOS) at the United Nations Headquarters in New York. During this phase, participants receive intensive training, attend briefings on key international legal frameworks, and engage with experts on issues concerning global ocean management.
- Phase 2: Advanced Academic Research and Study (6 months): From July to December 2026, fellows undertake a six-month academic research placement at a leading university or research institution specializing in ocean affairs. During this phase, fellows develop and write a thesis on a research topic selected to directly benefit their home country’s ocean-related policies.
Eligibility criteria
To be eligible for the fellowship, candidates from developing states must meet several requirements. These include being between 25 and 45 years old, holding at least a first university degree, and working as a mid-level government official or professional in a relevant field. Applicants must also demonstrate research capability, propose a research topic beneficial to their country’s ocean policies, and secure a nomination from a relevant authority. They must be available for the entire nine-month duration and the program encourages applications from women and aims for geographical diversity.
Key fellowship benefits
The fellowship is fully funded and includes financial support through a monthly stipend based on UN rates, coverage of economy-class air travel, and a monthly book allowance during the academic phase. Health insurance is also provided, although fellows are responsible for their own accommodation.
Application process
The deadline for applications is September 14, 2025. The application involves completing an online form and submitting required documents via email, including a Personal History and Proposed Research Topic form, a Nomination and Recommendation form, and a copy of the applicant’s passport. Results are expected to be posted online in December 2025.
