Aims and Objectives

Program structure

The fellowship follows a hybrid model over six months, designed for mid- to senior-level officials.
  • Two-week intensive training in Washington, D.C.: This in-person bootcamp includes the Public Institutions Conference and the Government Analytics course.
  • Ongoing virtual mentorship: Following the in-person training, fellows receive in-service support from World Bank and UCL experts to guide the development of their analytics project.
  • Project development: A key component is designing and executing a government analytics project tailored to the participant’s institutional goals.

Financial support

The program is fully funded for eligible government officials.
  • ODA-eligible countries: For applicants from countries eligible for Official Development Assistance (ODA), the World Bank covers all hotel, travel, and subsistence costs for the Washington, D.C. training.
  • Equity-free support: The program provides resources and support without requiring any equity from the participants’ home institutions.

Eligibility criteria

To be considered for the fellowship, applicants must meet the following requirements:
  • Employment: Must be employed by a central government organization or agency.
  • Position: Must hold a mid-level manager or senior analyst position (or equivalent) with the authority to develop a government analytics project.
  • Nomination: Must be nominated by their organization, with up to two fellows per organization.
  • Quantitative skills: Must demonstrate prior tertiary-level coursework in statistics or other quantitative methods.
  • English proficiency: Must be proficient in English.
  • Travel availability: Must be able to travel to Washington, D.C. for the in-person training.

Application process

The application deadline for the 2026 program is September 28, 2025. Interested officials must submit an online application that includes the following:
  • Comprehensive CV: A maximum of three pages, highlighting relevant experience and quantitative coursework.
  • Project summary: A 150-word summary of a proposed government analytics project for their organization. The project must focus on strengthening government administration, rather than policy.
  • Endorsement letter: An official letter from their organization confirming their nomination and supporting their project.
